The excellence of Ius Publicum Europaeum depends on developing research and understanding of the law of other Member States, based on common knowledge and values, and adjusting their respective public law Acquis in view of the European legal space.

In this context the Chair of Public Law and Internatinal Public Law (Prof. Dr. Herm.-J.Blanke) and the Chair for Constitutional Law and European Constitutional Law (Prof. Dr. Stelio Mangiameli) have developed activities since 2003 that scientifically deepen the idea of European Public Law. Around the coordinators they are gathered a group of researcher from different European States, that constitute the scientific board and the team of the Project.

Since 2004 it was activated the Summer School which has the purpose to gather together scholars and Phd's students from different European countries. The following editions were organized in the 2005, 2006, 2007, 2008.

The edition of the year 2009 was carried out in Germany, in the University of Costance, and focused on The Transnational Judicial Dialogue in Europe, which concerned the relationship between the three legal systems - the European Union (EU), the European Convention on Human Rights (ECHR), and the Member States - and the judicial authorities - the European Court of Justice (ECJ), the European Court of Human Rights (ECHR) and the national constitutional courts.

In the field of post-graduate courses there are different opportunities: Phds and specialized courses. In the University of Teramo, since the year 2008 there is a PHD on Human Rights Protection - Italian and European Public Law; in the University of Tor Vergata (Rome) there is the PHD on History and Theory of European Law. The purpose of the Phd course is to develop young scholars for deepen the classical theme of the theory of law and State, specially focused on the theoric involvements of the European process. For this reason, there are organized seminars and meetings about specific essays of European constitutional law, that could implement the discussion between students from different countries. Since the year 1999 in the University of Teramo there is also the Specialization School in Administrative Law, which want to professionalise specialistic careers in the European and Italian context.
In the year 2003 it was organized in the German Italian Centre of Villa Vigoni the Conference " A Constitution for Europe"; In the year 2005 in the University of Teramo it was organized the Conference European Constitution - Economic Constitution - Enlargement; in the year 2008 the University of Erfurt and Teramo organized a seminar about The constitutional structure of the European Union after the Treaty of Lisbon
The website contains the scientific works of the research activity about different topic of European public law. In the year 2003 a entire number of the Review Theory of Law and State was dedicated at the Europe; in the year 2006 was published the book Governing Europe under a Constitution (ed. H.J. Blanke-S.Mangiameli); in the year 2006 and 2008 was published the book L'ordinamento europeo, Vol. I, I principi dell'Unione, L'ordinamento europeo, vol. II, L'esercizio delle competenze, L'ordinamento europeo, vol. III, Le politiche dell'Unione (ed. S. Mangiameli).
